Shermon O. Cruz is director and founder of the Center for Engaged Foresight. A member of the World Futures Studies Federation (WFSF), the Asia Pacific Futures Network (APFN), an active network of the UNESCO global anticipatory thinking network and a member of the Global Steering Committee of the Association of the Professional Futurists (APF).

He was formerly a director at the Philippine Center for Foresight Education and Innovation Research (PhilForesight) at Northwestern University Laoag and taught political science, public administration, futures Studies at Northwestern University. He also served as a researcher,  university planning officer and associate dean of the same institution.

Cruz has conducted research, workshops and presented keynote addresses for a variety of organizations. These include the Rockefeller Foundation, UNESCO Foresight Section and the UNESCO Human and Social Sciences Headquarters, the UNESCO National Commission of the Philippines, UNESCO Bangkok, the World Futures Studies Federation, Tamkang University Taiwan, the League of Local Planners and Development Coordinators of the Philippines, DIWA Learning Systems, De La Salle University, University of the Philippines Manila and the University of Northern Philippines to name a few. The Bank of the Philippines Island Foundation, the WWF, the Ayala Corporation, De La Salle University, University of the Philippines, the National Economic Development Authority, Quezon City, Laoag City, the City of Makati and General Santos City Governments to name a few have attended his futures thinking and strategic foresight courses.

He has presented papers and published in strategy development journals and international conferences organized by the World Social Science Forum, the International Social Science Council (Canada), the Asia Pacific Foresight Network (Taiwan), the Center for Australian Foresight (Australia), the Philippine Society for Public Administration (Davao), the Philippine Political Science Association (Davao), UNESCO Bangkok (Thailand) and the UNESCO Foresight HQ (Italy), the University of the Philippine National College of Public Administration and Governance, the Center for Local and Regional Governance UP Diliman to name a few.

In 2007, he served as an executive assistant for a governor of the provincial government of Ilocos Norte and assumed multiple functions as co-chairman and representative for a dozen of technical working groups and action committees to study, research and recommend program of actions, priorities, design implementing rules and regulations, monitor and design operating framework of policies and review plans for environment management, community development, provincial planning and development, agriculture and agrarian reform, trade and investment, special projects and concerns. He has prepared reports, environment scans and policy briefs for a Chair of the Committees on Environment, Education, Agriculture, Trade and Investment of the Sangunniang Panlalawigan of Ilocos Norte from 2004 to 2009.

He was was appointed as a Global Secretary for the Volunteers for Social Service Inc. based in India. Currently, he is a member of the international advisory board of the PROUT Research Institute of Venezuela.

He was a recipient of a certificate program on Community Based Renewable Energy Development Project by the Department of Energy and the United Nations Development Program at the Development Academy of  the Philippines and was awarded on environment leadership award by the Department of  Environment and Natural Resources for his contribution to environmental protection and management in the province Ilocos Norte and in 2013 the World Social Science Forum and the International Social Science Council’s early career social scientist from the Global South.

Cruz specializes in research and innovation, strategic planning and design thinking, sustainability, resilience and strategic foresight, wicked problem and deconstruction analysis, reframing and strategy development, policy formulation and evaluation, environmental scanning, quality assurance, event organizing and workshop facilitation.

Cruz is an expert in futures informed strategy development and foresight driven strategic planning tools and methods such as the causal layered analysis, emerging issues analysis, futures landscape, futures triangle, futures wheel analysis, scenarios, backcasting, visioning, timing the future, environment scanning and incasting.

  1. I responded to you your note on our website, but unfortunately, the email address, engagedforesight@gmail.com, bounced. So it got me to look you up, and I find that you are quite experienced.

    And give your involvement with the Federation, I’m sure you know Cesar Villanueva. Were you in Turku last month? At any rate, he was and attended our session on Teach the Future. So we should probably include him in your initiative.

    I suggested a Skype call in my email. I can’t next week, but am completely open the week of July 27. Hope we can discuss you plans then.
