Luke believes intensely in the power of foresight to catalyse new ways of seeing, spark technological, policy, enterprise and social innovation, and build impactful coalitions for the future-ready transformation of organisations, governments, and wider ecosystems.

 

Before launching his independent practice in 2021, Luke served for two decades across a breadth of leadership, corporate governance, policy formulation, operations, security, international relations, and people- and infrastructure development roles in the Singapore’s public service – the common thread being the responsibility to develop future insights and translate them into forward-looking strategies and programs.

Luke’s foresight work and research interests span a range of domains, at the nexus of theory and practice. Themes of particular interest are the futures of food-energy-water, transport and urban systems, the future of Southeast Asia and the wider Indo-Pacific, and the future of international development and transnational collaboration – in the context of disruptive technology, fraught geopolitics and unsettled earth systems. Topical work areas have included: future air transport scenarios; food production and supply futures; food-smart cities and their potential for scaling up personalised nutrition; food (mis)information and hybrid conflicts; and technological imperatives for the future food system, including blue economy futures and the prospects for terraforming, geoengineering, and bioengineering.

Luke holds a BA in History and International Relations and an MA in Political Science, summa cum laude from the University of Pennsylvania. He received foresight training in the Singapore public service, at Stanford University, and from eminent futurist Professor Sohail Inayatullah. He has tabled presentations and articles at various foresight, academic and industry platforms, including the Asia-Pacific Futures Network. He is a Member of the World Futures Studies Federation, and a Global Advisory Board member of the Philippine Futures Thinking Society.
